Border surveillance is an essential part of border management. It cannot provide fully covering security to all parts of the border, but it should have a sufficient crime preventive effect. To have any effect, the border surveillance must be able to manage a two-fold function. It has to detect illegal border crossings and direct suitably equipped and qualified force to counter the illegal movement. The border surveillance performance can be evaluated in terms of situational awareness and reaction capability. Reference between the performance and the level of detected crime allows for a just estimate whether the border surveillance is "sufficient". Fixed recommendation on tactics applied, infrastructure or number of personnel cannot be applied overall Europe.
